Sounds very similar to my views/rants about corporations who dump their toxic waste into water supplies because it's cheaper to pay the fines than it is to dispose of it properly. Or who leave toxic chemicals (re: Wal-mart) stacked in parking lots near water drains so when the bags of crap (literally, it's fertilizer) split open from being improperly stored, the waste flows into the water supply as well. It's a vain wish and I know it, but it'd be nice to see the government "for the people" actually focus on things important to our well-being instead of fighting battles and using resources for their own selfish motives *cough*Shrub*cough*.
Sadly, I won't take that bet about the fine. We're all big kids now, and we know what'll happen - or more importantly, what won't.
Sucks that your favorite hiking spot is being laid waste like that. But we have great walking areas near our place *hint hint* *nudge nudge* :)
